I have the honour to inform you

that since the receipt of a report by

Mr. Rees #illiams on his return from

his recent visit to Hong Kong, I have been

giving serious consideration to certain

aspects of Government policy in Hong Kong,

to which, if the conception of Hong Kong

'shopwindow' of Great Britain in

the Far East is to be satisfactorily

maintained as His Majesty's Government

is most anxious that it should be, I

consider that it is easential that

more forward and progressive attitude

should prrostosbie, be adopted.

2. I do not overlook the fact that for

many persons of Chinese extraction in

Hong Kong, the concept of this Colony
